I think it is advisable for you to see your doctor/dermatologist to get these bumps assessed as the doctor will need to palpate and examine the bumps more closely in ordered to make an accurate diagnosis.

There may be underlying cysts as these may have whitish contents. But from the photo, it is difficult to ascertain the diagnosis.

Thank you for the question. It does seem that these lumps arise from deeper in the skin. The doctor will have to examine and palpate/feel the bumps for a proper assessment. In some cases, a skin biopsy may be needed to confirm the diagnosis. I do think that you should bring your son to see the doctor or dermatologist to be examined to advise you on the proper diagnosis.

How can I remove syringoma/milia under my eyes?

Thanks for sharing your photos with us. This is probably milia and they can be removed easily with a Smartxide CO2 laser. However, it can recur as some of the doctors here have mentioned. A good skin care regime, scrub or peel can help prevent the recurrence. The CO2 laser burns off these milia with minimal scarring and the downtime is usually about 2-3 days depending on each individual. I hope this answers your question.
