From the images provided, the lower lateral incisors seem to be congenitally missing. There are some crucial photos that we would need in order to make a diagnosis ( i.e. a lateral cephalomogram, and tracing to arrive at a skeletal diagnosis, Profile and extra oral photos to observe the soft tissue profile.)
As the above is missing, it would be difficult for us to commit to a suggested treatment option.
However, given that the upper front teeth are quite protruded, and the arch seems rather tapered on both upper and lower jaws, orthodontics ( braces / aligners) may be able to mitigate the spaces caused by the congenitally missing teeth.
You may require additional treatment to mask possible residual spaces as well. Conservative restorative options like composite bondings to close diastemas may be a worthwhile consideration.
Typically, treatment of missing teeth are multi-disciplinary approaches; re-aligning misaligned teeth, replacement of missing teeth or other cosmetic alternatives need to be discussed before you commit to the treatment plan.
