I have not heard of any upper lip surgery for the lips. Liposuction for lip fats in the lips is not advisable due to the small amount of fats and the extreme difficulty in managing symmetry with such small amounts of fats.
Many a times, upper lip protrusion may be due to the lower lip being to small relative to the upper lip or other features of the face so simple HA fillers to make the other features more proportion and relative to the overall may give you more satisfactory result. Seek a doctor with experience and understand proportionality of the face.
