Thanks for the enquiry. It is difficult to be sure without a proper examination. Small whitish spots or yellow spots could be due to Fordyce spots. These are prominent glands and are harmless.
You can also develop small cysts over the area which can present with lumps in the skin.
I would suggest you see your doctor/dermatologist for a proper assess so that a proper diagnosis can be made.
