From your description, your “bumpy” skin do seem to be what we frequently call: closed comedones. These are formed when there is an accumulation of debris, sebum and skin cells beneath the skin.
Treatment include:
As my colleague has pointed out, if it is not severe, the side effects of Isotretinoin may outweigh its’ benefits.
Intense lasers (such as fractional lasers) should not be performed concurrently when on Isotretinoin as it can impair healing and may cause further scarring.

Good on you for doing your own background reading. I was wondering if it could be possible to cure acne without the medication? Taken in isolation, the answer to your question is yes. There are different severities of acne, each responding to different sorts of treatments. If it is acne of a severity level that warranted Accutane in the first place (usually reserved for moderate to severe, failed other types of treatment), then there’s a chance a topical regime may not be good enough. Having said that, hard for me to comment without knowing how severe your acne really is.
Wash your face 4 times a day with the prescribed cleanser – This I do not follow for fear of drying out my skin; I only cleanse twice a day. I do not know what is in his prescribed cleanser, so I’m unable to comment on his 4 times a day regime. I personally think that cleansing twice a day is perfectly reasonable, and I do that myself too. I’d rather suspect that the cleanser has some type of a moisturizing/sunblock component in it too – which is why he’s told you to stay off moisturizers and sunblock otherwise completely.
