The penile foreskin can retract as far as exposing the entire glans or head of the penis in most men. If you have difficulty retracting it to expose the entire glans and it is affecting your erections or sex life, you should see a urologist of one opinion.
Phimosis can range from tight prepuce, or foreskin that cannot be completely retracted, to foreskin that completely covers the glans (head of the penis) and cannot be retracted at all.
If the foreskin can be retracted, topical steroids would be given to soften the foreskin and the patient will be advised to retract as much as he can.
If there is still difficulty in retraction, circumcision would be advised.
