I would see a dermatologist, who is also trained in identifying and managing diseases of both the skin and the mucosa (lining of the mouth), for evaluation and management. Lip ulcers that are persistent could be a sign of a viral infection (herpes simplex), a venous malformation, or a traumatized salivary gland (mucocele). It could also be something more serious like an actinic keratosis.
