A proper examination is first required to determine level of skin pigmentation.
A combination of lightening/bleaching creams (e.g hydroquinone, triluma) and pigment lasers (e.g Q-switch) can be used for treatment.

Topical lightening creams and pigment-specific lasers would be my treatment of choice. Multiple sessions will required for optimal results.
Such birthmarks are generally more challenging to treat and complete clearance may not be possible.

Yes, the forehead lines will only get worse over time and it is important to use Botox to weaken those muscles to prevent the lines from becoming permanent ones. Once you start Botox, you just need to go for it every 4-6 months. Alternatively, you can leave it alone and your wrinkles WILL become permanently etched – it’s just a matter of time before it happens. Whether to go for botox treatments depend on how aggressive are you towards reducing wrinkles of expression on your face.
I would recommend you have a detailed talk with your doctor on the timeline and history of your outbreaks. Adult onset acne is a common occurrence and can be due to issues ranging from hormonal issues, change in skincare as you mentioned, or even undiagnosed medical conditions. Treatment then depends on the underlying problem. Initial treatment to reduce sebaceous gland activity and reduce acne occurance and the other issues that follow, such as scars and redness, can be managed with techniques ranging from lasers and peels to oral medication.
