Thats a really interesting question, and the answer isn't straight forward. Patients with well-controlled diabetes with little or no minimal diabetic retinopathy would generally tolerate the procedure well with no or minimal side-effects compared to other normal patients.
However, patients with diabetes are are risk of other eye-related complications including cataracts, glaucoma or diabetic retinopathy or macula oedema.
Any of which conditions are potentially disqualifying from refractive surgery. Its best to consult your attending Ophthalmologist about whether you are suitable for any surgery.
