From the photo, it does not look like keloids but rather closed comedones (type of acne).
But a closer examination is definitely warranted as the photo is blurred.
Treatments include:
- Topicals such as retinoids, exfoliants
- Orals to control the hormonal aspect of the condition
- Manual extraction, cautery etc
