I think the best method to manage ingrown hair is to reduce the risks through hair removal techniques (including IPL/Lasers).
For the shaving issue, consider the use of electric shavers. They don’t shave as close, but virtually eliminate the issue of ingrown hairs. I personally prefer electric shavers (and use them myself).
