It appears to be an hypopigmented scar. This can happen after inflammation from skin procedures such as lasers. The problem is particularly more obvious in Asian/darker skin types because of poorer healing and also simply because the white patch stands out.

Some anti-inflammatory creams can help and they are available with a doctor's prescription. Certain laser and light treatments can also improve the outcome of the lesion. Even with treatment, it takes some time for the lesion to fade.
